J. Moffatt

Staff Sergeant John Moffat brings 30+ years of policing experience with the Ontario Provincial Police. His career accomplishments include Detective Constable, Training Sergeant, Staff Sergeant, Acting Inspector, OPP Telecommunications Trainer, Emergency Dispatch Call Trainer, and most recently, OPP Senior Liaison Officer at the Ontario Police College. In addition to being a full-time instructor at the Ontario Police College, he mentored and supervised all OPP recruits. Staff Sergeant Moffat’s responsibilities at the Ontario Police College included the administration of OPP training and development initiatives not only for his own recruits, but those from across the province. He is known by his peers as a Police Officer who “exemplifies the essence of leadership in policing.”.

R. C. (Andy) Anderson

Since 1964, Anderson has served with Canada Customs, the Ontario Provincial Police and the Haldimand-Norfolk Regional Police, where he obtained the rank of Detective Sergeant. In 1987, he joined the Ontario Police College as a Senior and Special Courses instructor and in 1992 was assigned to the Criminal Investigation training team at OPC, which is responsible for the development and instruction of senior police investigative courses (namely Criminal Investigation, Sexual Assault Investigation, Homicide Investigation, Investigative Interviewing and Interrogation, and Statement Analysis).

B. Berscht

After serving in the Canadian Armed Forces for 5 years, Berscht joined the Waterloo Regional Police Service in 1976. He has served in the Youth Crime Division, Drug Enforcement Unit, Intelligence Bureau, and the Criminal Investigations Branch and rose to the rank of Sergeant. On two separate occasions Berscht was seconded to the Ontario Police College as an instructor and upon returning to Waterloo Regional was promoted to Staff Sergeant. He has an extensive experience in criminal investigations, including homicide, robbery, sexual assault, drug trafficking, extortion, and conspiracy and is also recognized as an expert in the field of Drug Enforcement.

R. J. Erskine

An officer with the Ontario Provincial Police from 1964 to 1997, Erskine rose to the rank of Staff Sergeant and served as Detachment Commander at numerous locations. He currently serves on the London Regional Critical Incident Stress Management Team and is actively involved as a committee member in the Community Policing Association.

R. Izzard

A member of London Police Service from 1972 to 2003, Izzard was promoted to Staff Sergeant in 1984. He has extensive supervisory and administrative experience in the areas of community policing, traffic management, front line p olicing unit and section commander and major incident command. Izzard was appointed to the recruiting and training section in 1999 responsible for the recruiting and training of police officers and civilian staff.

Sgt. R. E. Crawley

Since 1978, Crawley has been a member of the Royal Canadian Mounted Police. In his 25 years of service, he has been assigned to Special Investigations, Customs and Excise Division, Commercial Crime Section and the Executive/Diplomatic Protection Services. Most recently, he was assigned to the Commercial Crime Unit dealing with fraudulent transactions.

K. Moffatt

Completed 30 years of policing with the Ontario Provincial Police retiring at the rank of Inspector in 2010. Served at Downsview, Middlesex and Elgin Detachments, Intelligence Branch, Pearson International Airport Special Squad, Communications and Technology Services Bureau, Human Resources Bureau, Western Region Headquarters and the Ontario Police College. Designated as Detachment Commander, Crisis Negotiator, First Nations Liaison Officer, WDHP Advisor, Undercover Operator, Intelligence Officer, Instructor, Staffing Officer, Regional Manager, Unit Commander Provincial Communications Center.

R. Bacchus

Bacchus graduated from the University of Western Ontario with a Bachelor of Arts and graduated from Queen’s University with a Bachelor of Law. He manages the legal outsource division of a large corporation and has a private practice.

W. Pye

Pye acquired a Bachelor of Laws degree at Queen’s University Law School. He has extensive background practicing in various areas of law and has become a well-qualified instructor with several years experience teaching at the college level.

S. Slemon

Slemon is an Honours graduate from the University of Western Ontario with a Bachelor of Arts and Bachelor of Laws. She has an extensive background practicing law and is a former president of the Middlesex Women’s Law Association. In addition she is an experienced instructor for the Law Society of Upper Canada and has instructed at the college level.

K. Vigeant

A Bachelor of Laws degree from the University of Manitoba and an Honours Bachelor of Arts from the University of Western Ontario combined with over 10 years experience practicing law and owning his own general practice law firm make Vigeant an invaluable source of instruction.

Sgt. J. Austen

Since 1985, Austen has served as an officer for a South-western Ontario Police Force. As well as serving in the Uniform Division, Sgt. Austen has worked as a Defensive Tactics Trainer, the Public Order Unit, the Criminal Investigation Division, and most recently in the Recruiting and Training Section. His subject responsibility involves Defensive Tactics Training.

K. Stephenson

Honours graduate from the University of Western Ontario with a Bachelor of Arts degree and an Honours Bachelor of Law degree from the University of Hull, England. She has been an instructor with Westervelt College for over 10 years.
